Rental cars are generally not needed unless you plan on visiting sites off the strip. Traffic as of late has become a problem in and around Las Vegas so it is always best to let others do the driving for you.
Outside of most hotels you can catch a taxi and conveniently be on your way. Las Vegas is the place where free drinks come with your gaming experience so it is always a good idea to opt for the taxicab. If you dont find a taxi when you need one you can always call one.

Also it is always good to remember that the Las Vegas Strip Trolley makes its way along Las Vegas Boulevard from 9:30 2am every day. It runs a bit slow but is a great place to get in some people watching. The draw back is that it does not go downtown. The low cost fare of $1.50 is enticing after the slots have taken all of your change.
You can also catch a free ride on the monorail systems that have been setup by a few hotels. You can go between Ballys and the MGM, Bellagio and the Monte Carlo, Mirage and Treasure Island and Mandalay Bay and the Excalibur with a stop at the Luxor. These are especially convenient on very warm days when you just cant make it on your own two feet.
